The Directions Organizing The Pastoral Council

1.     The Directions organizing The Pastoral Council of Hsinchu Catholic Church of Sacred Heart of Jesus (Hereinafter referred to as The Directions) is set in accord with Canon Law 536-1536-2 and the resolution of the Pastoral Council of Hsinchu Diocese.

2.     The theme to establish The Pastoral Council of Hsinchu Catholic Church of Sacred Heart of Jesus (Hereinafter referred to as The Pastoral Council) is to facilitate the parish pastoral ministries and to let lay parishioners directly participate the parish evangelization.

3.     The ministries of The Pastoral Council:

a.     Help the parish priest in doing the pastoral and evangelization ministries and serving the parish so that parishioners in between become even more harmonious and improve their faith.

b.     Strengthen parishioner’s relationship and cooperation.

c.      Provide Parish priest the living condition of parishioners.

d.     Provide parish priest the items that need to reform and improve.

e.      Help the parish priest to collect funds.

f.       Promote parish evangelization and various activities.

4.     The members of The Pastoral Council:

a.     The Pastoral Council consists of 21 members. Besides the leaders of each pastoral groups(善會) as the ex officio, Parish Priest can appoint 5 to 7 members, the rest of the members is to be elected by all the parishioners. The agesexregional of candidates should be considered.

b.     The Pastoral Council includes presidentvice presidentsecretaryInformation groupliturgy grouppastoral and evangelization groupgeneral affair groupactivity groupaccounting. Members can be increased or decreased as needed. The president is to be elected by all the members. The rest can be assigned by the president or recommended by members.

c.      All the members of The Pastoral Council are without pay and a three-year term. The president can be re-elected once. Others can be re-elected consecutively.

d.     According to the spirit of the Canon Law, Parish Priest has the veto power over all the proposals submitted by The Pastoral Council. If The Pastoral Council has the different view on Parish Priest’s decision, they can draw to the Diocese for arbitration.

5.     Organization and functions:

5.1 President:

Internally, be responsible to all The Parish Council meetings. Convene all the meetings and implement the meeting resolutions

5.2. Vice President:

Assist the president to deal with all the parish matters and act on behalf of the president when the president could not perform the duties.

5.3. Secretary:

Be responsible for meeting minutesdocument filing and file management.

5.4. Information Group:

5.4.1. Handle all parish document information

5.4.2. Editor of parish monthly publication

5.4.3. To set up parishioners’ dataupdate and transfer etc.

5.4.4. To set up Parish websiteinput information and update.

5.5. Liturgy Group:

5.5.1. To arrange service staffs for Parish Sunday Masses and Feast Masses    

and Eucharistic Adoration on each Friday    

           5.5.2. To arrange training courses for Altar Server, commentator, Lector etc.

5.5.3. To prepare a registration form for parishioners to register for 

dedication Mass

            5.5.4. Be responsible for Mass PPT and Flower arrangement.

5.6 Evangelization and Pastoral group:

      5.6.1. Visit and console sick and old parishioners

      5.6.2. Accompany Fathers to go for giving sick and old parishioners Holy

Communion.

            5.6.3. Plan and arrange bible reading and faith related courses for parishioners.

            5.6.4. Implement Sunday school and Summer/ Winter camp activities.

            5.6.5. Promote and develop evangelization ministry

            5.6.6. Assist Fathers to visit parishioners’ families

5.7. Activity group:

             5.7.1. plan parish annual celebrationfeast celebrationpilgrimage etc.

             5.7.2. Arrange family rosary in May and Oct.

             5.7.3. reception pilgrims coming from other parishes.

             5.7.4. reception parishioners on Sunday Mass

5.8. General affair group:

             5.8.1. Responsible for repair and maintenance of parish building and facility

             5.8.2. purchase Parish stuffs.

             5.8.3. Responsible for all kinds of cash receiving and payment.

             5.8.4. Responsible for parish employee management. 

  5.9. Accounting:

      Responsible for all financial record and report.

6.     Convene meetings:

The Parish Council meeting is basically held at the beginning of each month. When it is needed, an extraordinary Meeting can be held by president or by more than one half members requesting president.

7.     Dissolution:

When The Parish Council’s conduct violates the ethics of Catholic Church Hierarchy, Parish Priest can dissolve and report to Diocese. Three months later, a re-election has to be arranged. The term of office is in line with item 4 sub-item 3 of The Directions.  If The Parish Council disagrees with, action can be taken according to item 4 sub-item 4 of The Directions.

8.     Any expenses occurred due from The Parish Council related can be paid according to the parish budget.

9.     Any unexpected items not included in The Directions can be conducted according to the relevant laws and regulations.

10.  The Directions can only be implemented after it had been agreed by The Parish Council then reported to Diocese and approved by Diocese. Any amendment is made, the procedure will be the same.
